I'm not going to go through the props in order. Instead we'll start with an easy one first. A "Yes" vote on Prop 40 approves the State Senate district boundaries drawn by the Citizens Redistricting Committee. This is an easy one because no one opposes it.
The unnecessary back-story is this (if you care):
Congressional, State Senate and State Assembly districts are re-drawn every 10 years after the census. In 2008 and 2010, voters approved two propositions (11 and 20) to move responsibility for re-drawing these districts from the Legislature to the new Citizens Redistricting Committee. The Republicans were the big push behind this plan because the Democrats control the Legislature and could Gerrymand at will. Unfortunately for the Republicans, when the Citizen's Committee came up with their new map, the State Senate districts were not as favorable to the Republicans as they had hoped so they put a referendum on the ballot to try to force the districts to be re-drawn again, this time by judges. When the California Supreme Court ruled that, even if the Commission's districts were rejected by voters, the districts could not be changed until after the Nov 2012 election, the Republicans decided to give up the fight.
